Former Del Rio Mayor Bruno “Ralphy” Lozano was arrested for the offense of driving while intoxicated, after a traffic stop following a traffic violation, the Del Rio Police Department said.
On May 3, 2023 at approximately 12:45 a.m., a Del Rio Police Department officer conducted a traffic stop for a speeding violation. The violator’s vehicle came to a stop at the 100 block of Veterans Boulevard, near the intersection of Gibbs Street, according to information released by the police.
Upon making contact with the driver, the officer was able to smell the odor of an alcoholic beverage emitting from the interior of the vehicle, police said.
The driver, who was the sole occupant of the vehicle, was asked to exit his truck. The driver performed three standardized field sobriety tests, police said.
Due to the officer’s observations, the driver identified as Bruno Jose Rafael Lozano, 40 years of age, was arrested for driving while intoxicated, the police department posted in social media.
The officer requested a sample of Lozano’s breath or blood, but Lozano refused to provide any samples. Lozano was transported to the police station for booking process, police said.
According to the release, the officer obtained a blood search warrant for the extraction of the blood sample. Lozano was transported to Val Verde Regional Medical Center where the blood sample was collected.
The sample was submitted as evidence . Lozano was then transported to GEO Correctional Facility, pending magistration process.

El ex alcalde de Del Río, Bruno “Ralphy” Lozano, fue arrestado por conducir en estado de ebriedad, luego de ser detenido por una infracción de tránsito, dijo el Departamento de Policía de Del Río.
El 3 de mayo de 2023, aproximadamente a las 12:45 a.m., un oficial del Departamento de Policía de Del Río realizó una parada de tráfico por exceso de velocidad. El vehículo del infractor se detuvo en la cuadra 100 de Veterans Boulevard, cerca de la intersección de Gibbs Street, según información divulgada por la policía.
Al hacer contacto con el conductor, el oficial percibió olor de una bebida alcohólica que emanaba del interior del vehículo, dijo la policía.
Se le pidió al conductor, quien era el único ocupante del vehículo, que saliera de su camioneta. El conductor realizó tres pruebas de sobriedad de campo estandarizadas, dijo la policía.
Debido a las observaciones del oficial, el conductor identificado como Bruno José Rafael Lozano, de 40 años de edad, fue detenido por conducir en estado de ebriedad, publicó la policía en redes sociales.
El oficial solicitó una muestra del aliento o la sangre de Lozano, pero Lozano se negó a proporcionar muestras. Lozano fue transportado a la estación de policía para el proceso de registro, dijo la policía.
Según el comunicado, el oficial obtuvo una orden para la extracción de una muestra de sangre. Lozano fue transportado al Centro Médico Regional Val Verde donde se recolectó la sangre.
La muestra se presentó como prueba. Luego, Lozano fue transportado al Centro Correccional GEO, en espera del proceso de magistratura.
