Thankful and blessed to be community advocate. Being a “first” in her personal and professional life has fueled this passion to serve.
First in her family to graduate from College, inspired by Dad who received his GED and retired from Civil Service and mom who despite her 9th grade education and chronic health conditions, became a professional medical assistant. Pursuing an AAS in Business Management, Carmen became founding president of Alpha Omega Iota, Phi Thea Kappa National Honor Society of SWTJC in Del Rio. In 1993 Carmen was named SWTJC first student Emeritus Superior Award of Excellence. She served as President of the Business Club and Student Senator while pursuing the Bachelors and Masters Degrees in Business at SRSU Rio Grande College. As a full time, employee attending college, she was named a member of Who’s Who of Professional Managers and 2007-2008 edition of Strasmore’s Who’s Who in Business.
Over 29 years of a professional career at Texas Department of Transportation, Carmen the first female District Equipment Administrator in TxDOT to achieve this title. Carmen was recognized by the State of Texas House of Representatives in 2009 for her distinguished career.
She became actively involved with organizations such as Pan American Round Tables, St. Henry de Osso Literacy project, Los Amigos del Cementerio Loma de La Cruz, International Good Neighbor Council, Community Health Coalition, Del Rio Women of Hope, and Chairwoman of the Board for Border Federal Credit Union, all working to advance the community’s needs. After retiring from TxDOT, Carmen opened up her own small business, Carmen’s Professional Resources – CPR For Your Business. She served as the first woman President of the Del Rio Hispanic Chamber of Commerce, served on the City of Del Rio Board of Adjustments and the Board of the Housing Authority of the City of Del Rio. In 2015, Carmen accepted the District Representative position for U.S. Congressman Will Hurd. In 2020, Carmen was recognized by the 116th Congress of the House of Representatives in recognition for her tremendous public service.
An ADA advocate, she helped secure an ADA location for Veterans in Uvalde and Historic Brown Plaza in Del Rio, located in a predominately Hispanic area of the community.
In the words of the SRSU Rio Grande College Alumni Association, “Can-do might as well be Carmen Gutierrez middle name.”

Agradecido y bendecido de ser un defensor de la comunidad. Ser una “primera” en su vida personal y profesional ha alimentado esta pasión por servir.
Primero en su familia en graduarse de la universidad, inspirado por papá que recibió su GED y se jubiló del servicio civil y mamá que a pesar de su educación de noveno grado y condiciones de salud crónicas, se convirtió en asistente médico profesional. Carmen se convirtió en presidenta fundadora de Alpha Omega Iota, Phi Thea Kappa National Honor Society of SWTJC en Del Rio, en busca de un AAS en administración de empresas. En 1993, Carmen fue nombrada primera estudiante Emérita Superior Award of Excellence de SWTJC. Se desempeñó como Presidenta del Club de Negocios y Senadora Estudiantil mientras cursaba la Licenciatura y Maestría en Negocios en SRSU Rio Grande College. Como empleada de tiempo completo que asistía a la universidad, fue nombrada miembro de Who's Who of Professional Managers y la edición 2007-2008 de Strasmore's Who's Who in Business.

En 2020, Carmen fue reconocida por el 116º Congreso de la Cámara de Representantes en reconocimiento a su tremendo servicio público.
Defensora de la ADA, ayudó a asegurar una ubicación de la ADA para veteranos en Uvalde y la histórica Brown Plaza en Del Rio, ubicada en un área predominantemente hispana de la comunidad.
En palabras de la Asociación de Antiguos Alumnos de SRSU Rio Grande College, "Can-do bien podría ser el segundo nombre de Carmen Gutiérrez".
