The Del Rio International Good Neighbor Council is honored to have Former Mayor Dora G. Alcala’ serve as the Parade Marshall for this year’s Fiesta of Flowers Amistad Parade. Following are her career highlights:
Dora G. Alcala’ is the former Mayor of the City of Del Rio, Texas. She was sworn in May 9, 2000 and is the first woman elected Mayor in the history of Del Rio and served three terms. In her previous career she worked as a Management Consultant and motivational speaker for her company, Alcala’ & Associates, which she formed after her retirement. She served 37 years as a Civilian for the United States Air Force/Department of Defense in the areas of Human Resources Management, Financial Management and Equal Employment Opportunity.
Career Highlights: In 1990, Dora received a Presidential Appointment from President George H.W. Bush as the Deputy for Equal Opportunity for the United States Air Force at the Pentagon and attained the rank of Senior Executive.
Family Background: Dora was born in Del Rio, Texas. Her parents, Antonio and Elisa Gonzalez, were first generation Mexican Americans. She is the eldest of six children, raised in a family of Migrant farm workers who worked very hard to make a living.
Community Service: She is an active member of Our Lady of Guadalupe Catholic Church having served on the Finance Council in an advisory capacity and a Lector for over 20 years. She is Vice-President of the International Good Neighbor Council, Past Vice-President of the Del Rio Hispanic Chamber of Commerce and current member of the Pan American Round Table. She currently serves as Vice-Chair of the Board of Directors of the Border Federal Credit Union.
Education: Dora has a Masters Degree in Management from Webster University in St. Louis, Missouri; a Bachelor of Arts degree (cum Laude) from Sul Ross State University in Alpine, Texas; and Associate of Arts Degree from Southwest Texas Jr. College in Uvalde, Texas. She is also a graduate of Air University’s Academic Instructor’s School and later became the Director of the Center for Professional Development at Gunter AFB, Montgomery, Alabama.
Recognition and Awards: She is the recipient of the Governor of New Mexico’s Distinguished Public Service Award; received California’s Hispanic Woman of the Year Award presented by the Mexican American Opportunity Foundation and the Washington, DC National Council of Hispanic Woman of the Year. She also received some of the highest awards during her career with the United States Air Force. In December 1988 she was featured on the cover of Hispanic Times Magazine and received the Yellow Rose of Texas Award from Governor George W. Bush.
Appointments: Appointed by Governor Rick Perry to the Texas Higher Education Coordinating Board, the TX Military Preparedness Commission, The Governing Board of the TX Department of Rural Affairs and the Board of Regents of the Texas State University System. She also served on the City of Del Rio’s International Bridge Board Commission.
Personal: Dora and the late Alfonso Alcala’ were married for 43 years and have three daughters; Diane, Monica & Nora. In 1985, an avid runner, she ran and completed the Madrid, Spain Marathon. In 2010, the City of Del Rio named the trail along the San Felipe Creek “Mayor Dora Alcala’ Hike & Bike Trail.”

Dora G. Alcala' es la ex alcaldesa de la ciudad de Del Rio, Texas. Prestó juramento el 9 de mayo de 2000 y es la primera mujer elegida alcaldesa en la historia de Del Rio y cumplió tres mandatos. En su carrera anterior, trabajó como consultora de gestión y oradora motivacional para su empresa, Alcala' & Associates, que formó después de su jubilación. Sirvió 37 años como civil para la Fuerza Aérea/Departamento de Defensa de los Estados Unidos en las áreas de Gestión de Recursos Humanos, Gestión Financiera e Igualdad de Oportunidades en el Empleo.

Antecedentes familiares: Dora nació en Del Rio, Texas. Sus padres, Antonio y Elisa González, eran mexicoamericanos de primera generación. Es la mayor de seis hijos, criada en una familia de trabajadores agrícolas migrantes que trabajaban muy duro para ganarse la vida.
Servicio Comunitario: Ella es un miembro activo de la Iglesia Católica de Nuestra Señora de Guadalupe habiendo servido en el Consejo de Finanzas en calidad de asesora y Lectora por más de 20 años. Es Vicepresidenta del Consejo Internacional del Buen Vecino, Ex-Vicepresidenta de la Cámara de Comercio Hispana de Del Rio y actual miembro de la Mesa Redonda Panamericana. Actualmente se desempeña como Vicepresidenta de la Junta Directiva de Border Federal Credit Union.
Educación: Dora tiene una Maestría en Administración de la Universidad Webster en St. Louis, Missouri; una Licenciatura en Artes (cum Laude) de la Universidad Estatal de Sul Ross en Alpine, Texas; y Grado Asociado en Artes de Southwest Texas Jr. College en Uvalde, Texas. También se graduó de la Escuela de Instructores Académicos de Air University y luego se convirtió en directora del Centro de Desarrollo Profesional en Gunter AFB, Montgomery, Alabama.
Reconocimiento y premios: Recibió el Premio al Servicio Público Distinguido del Gobernador de Nuevo México; recibió el Premio a la Mujer Hispana del Año de California presentado por la Fundación Mexicano-Americana de Oportunidades y el Consejo Nacional de la Mujer Hispana del Año de Washington, DC. También recibió algunos de los premios más importantes durante su carrera en la Fuerza Aérea de los Estados Unidos. Nombramientos: Designado por el gobernador Rick Perry para la Junta Coordinadora de Educación Superior de Texas, la Comisión de Preparación Militar de TX, la Junta de Gobierno del Departamento de Asuntos Rurales de TX y la Junta de Regentes del Sistema Universitario Estatal de Texas. También sirvió en la Comisión de la Junta de Puentes Internacionales de la Ciudad de Del Rio.
Personales: Dora y el difunto Alfonso Alcala’ estuvieron casados por 43 años y tienen tres hijas; Diana, Mónica y Nora. En 1985, una ávida corredora, corrió y completó la Maratón de Madrid, España. En 2010, la ciudad de Del Rio nombró el sendero a lo largo del arroyo San Felipe "Sendero para caminatas y bicicletas de la alcaldesa Dora Alcalá".
